Besides Thu Duc City, Ho Chi Minh City is also developing four other satellite cities associated with the Transport-Oriented Development (TOD) model, including Can Gio, the South, Southwest, and Northwest areas.
On the morning of July 15th, the Ho Chi Minh City Party Committee held a mid-term review conference on the implementation of the resolution of the 11th Ho Chi Minh City Party Congress, term 2020-2025. Attending the conference were Standing Member of the Secretariat of the Central Committee, Head of the Central Organization Department Truong Thi Mai , and two Deputy Prime Ministers: Le Minh Khai and Tran Luu Quang.
In his opening remarks, Mr. Nguyen Van Nen , Member of the Political Bureau and Secretary of the Ho Chi Minh City Party Committee, stated that the purpose of the conference was to evaluate and review the implementation of the resolutions of the 11th Ho Chi Minh City Party Congress and the 13th National Party Congress.

Ms. Truong Thi Mai, Standing Member of the Secretariat of the Central Committee and Head of the Central Organization Department, attended the mid-term review conference of the Ho Chi Minh City Party Committee.
Over the past half-term, Mr. Nguyen Van Nen observed that the Covid-19 pandemic had caused unprecedented consequences, creating difficulties, obstacles, and existing problems within Ho Chi Minh City, posing an enormous challenge that at times seemed insurmountable.
The Secretary of the Ho Chi Minh City Party Committee assessed this as an opportunity to systematically and objectively review and evaluate the implementation of the Party's resolutions, identifying achievements and shortcomings, pinpointing causes, and discussing breakthrough, flexible, and creative solutions in the new situation.

Ho Chi Minh City Party Secretary Nguyen Van Nen delivered the opening speech at the conference.
According to Mr. Phan Van Mai, Secretary of the Party Committee and Chairman of the People's Committee of Ho Chi Minh City, out of the 49 programs and projects, 3 projects fall under the authority of the Central Government and 46 projects fall under the authority of Ho Chi Minh City.
Of the three projects under the central government's authority, two have been completed: the establishment of Thu Duc City and the budget regulation project. The financial center project, however, has been assigned by the Government to the Ministry of Planning and Investment for further refinement.
Of the 46 projects under the jurisdiction of Ho Chi Minh City, 1 project has been halted, 42 projects have implementation plans, and 3 projects have not yet been approved.
Listing some key tasks that need to be focused on, Mr. Phan Van Mai said that the Party Committee of the People's Committee of Ho Chi Minh City proposed not to adjust the goals and targets, but to mobilize all resources and focus on implementing tasks and solutions with 6 key task groups.
Regarding planning, the Ho Chi Minh City People's Committee focuses on socio-economic planning, reviewing and adjusting the city's master plan to create new development spaces (especially underground spaces and river-sea spaces).

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai outlined solutions for implementing socio-economic tasks.
Ho Chi Minh City continues to define its development as a multi-centered urban area with satellite cities : Thu Duc as a highly interactive and innovative city in the East; Can Gio as a coastal ecological city; the Southern urban area with Phu My Hung as its center; the Southwestern urban area (Binh Chanh) as a gateway to the Mekong Delta; and the Northwestern urban area (Cu Chi - Hoc Mon).
"One of the conditions for the early formation of these urban areas is the synchronized development of transportation infrastructure, especially the metro system with the TOD model ," Mr. Mai said.
Regarding economic restructuring, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai stated that Ho Chi Minh City is positioned to become an international financial center, an international trade center, an international exhibition and trade fair center, a center for innovation and entrepreneurship, a center for human resource training, and a center for healthcare.
The city is also restructuring and repositioning its industrial strategy towards high technology, while focusing on digital transformation, green transformation, and researching and developing night-time economy models and riverside-to-coastal economies.
Regarding the task of resolving outstanding issues, the head of the Ho Chi Minh City government stated that priority will be given to focusing resources on effectively handling projects that have been stalled for many years, such as the flood control project against tides, the Thu Thiem urban area project , the Safari project in Cu Chi, and the Binh Quoi - Thanh Da area...

Ho Chi Minh City continues to address outstanding issues in projects such as the Thu Thiem new urban area and the high-tech zone.
In terms of action, Ho Chi Minh City is implementing a project to build an excellent public service system to enhance the effectiveness, efficiency, dynamism, and creativity of its officials and civil servants, in conjunction with the effective implementation of the Politburo's Conclusion No. 14 of 2021. In addition, it is focusing on researching and proposing a suitable legal framework for the urban government model in Ho Chi Minh City.
Ho Chi Minh City is also focusing on three other task groups: developing culture, science and technology, mobilizing social resources through the implementation of Resolution 98 of the National Assembly, and concentrating resources on urban renovation and development, healthcare, education, and social welfare.
